The rules that apply here

Two layers. (1) Bus. & Prof. Code 6155-6156 require ALL lawyer referral services operating in California, for-profit included, to hold State Bar LRS certification. (2) AB 931 (2025, eff. 1 Jan 2026) bars California attorneys from contingency fee-sharing with attorneys associated with an out-of-state ABS unless both are licensed and practicing in the ABS home state, or a court approves the arrangement. Flat-fee MSO arrangements are reportedly exempted.
