The rules that apply here

Fla. Bar Rule 4-7.22 defines a broad qualifying provider category (referral services, matching/directory services, lead-generation programs) that for-profit operators fall into. Requires matching only to Florida-authorized lawyers, a panel of at least 4 lawyers from 4 different firms, 15-day response to Bar inquiries, and an annual report due 1 July listing every participating lawyer and bar number.
