The rules that apply here
La. R. Prof. Conduct 7.2(c)(13)(A) confines paid referral-service charges to services operated by a bar association or another not-for-profit, and bars marking up fees to cover referral charges. Louisiana commentary specifically flags for-profit per-lead and percentage-fee models as violating this rule and Rule 5.4.
