The rules that apply here
Pa. R.P.C. 7.2(b)(2) permits paying the usual charges of a lawyer referral service or legal service plan without a not-for-profit limitation; Comment 6 defines a referral service broadly. For-profit lead generation is permitted under Comment 4 if the generator does not recommend the lawyer.
