The rules that apply here
Va. R. Prof. Conduct 7.3(d)(2) permits paying only the usual charges of a not-for-profit qualified lawyer referral service. 7.3(d)(4) separately permits paying for-profit lead generators only if the generator does not recommend the lawyer or imply endorsement.
